Chattogram Port Expansion Projects Face Delays Amid Funding and Land Acquisition

Chattogram, Bangladesh – Several key infrastructure projects aimed at expanding the capacity of Chattogram Port, the country’s busiest seaport, are facing delays due to a combination of funding constraints and complications surrounding land acquisition, officials confirmed this week. These projects are vital for Bangladesh’s continued economic growth, as the port handles approximately 92% of the nation’s seaborne trade.

The most significantly affected project is the construction of a new multi-purpose terminal at the port, initially slated for completion in late 2024. Officials now estimate the project will not be fully operational until mid-2025, citing difficulties in securing necessary funding from both domestic and international sources. While a significant portion of the initial funding was allocated by the government, additional investment is required to cover rising material costs and unforeseen expenses. Negotiations with potential international lenders are ongoing, but progress has been slower than anticipated.

Beyond financial hurdles, the acquisition of land required for the terminal’s expansion is proving to be a complex process. Relocation of existing businesses and residential areas within the designated expansion zone has faced resistance from affected communities, leading to legal challenges and delays in obtaining necessary clearances. The Chattogram District Administration is working to address concerns and provide fair compensation to those displaced, but the process is time-consuming and requires careful negotiation.

Another project experiencing setbacks is the construction of a dedicated container terminal being developed under a public-private partnership. While construction has commenced, the pace has slowed due to delays in receiving necessary permits and approvals from various government agencies. Bureaucratic hurdles and a lack of coordination between departments are reportedly contributing to the delays.

The delays are raising concerns among business leaders and exporters, who fear that the port’s limited capacity will hinder economic growth and increase shipping costs. The Chattogram Chamber of Commerce and Industry has urged the government to expedite the project approvals and address the funding challenges to ensure the timely completion of the expansion projects.

“The port’s capacity is already stretched, and any further delays will have a significant impact on our ability to handle growing trade volumes,” said Mahbubul Alam, President of the Chattogram Chamber of Commerce and Industry. “We need these expansion projects to be completed as quickly as possible to maintain our competitiveness in the global market.”

Port officials acknowledge the challenges but remain optimistic that the projects will be completed within a reasonable timeframe. They are working closely with relevant government agencies and stakeholders to address the issues and expedite the process. Efforts are underway to streamline the approval process and secure additional funding.

The expansion of Chattogram Port is a critical component of Bangladesh’s broader infrastructure development plan, which aims to transform the country into a regional economic hub. The government has committed significant resources to upgrading the port’s infrastructure and improving its operational efficiency. The successful completion of these projects is essential for attracting foreign investment and boosting economic growth in the years to come. Despite the current challenges, stakeholders remain hopeful that the expansion will ultimately enhance the port’s capacity and contribute to Bangladesh’s economic prosperity.
