Khulna City Corporation Faces Scrutiny Over Delayed Development Projects

Khulna – The Khulna City Corporation (KCC) is facing increasing public and administrative scrutiny over significant delays in the completion of several key development projects aimed at improving infrastructure and quality of life for residents. Projects ranging from road construction and drainage system upgrades to the establishment of new public spaces have been stalled for months, prompting concerns about accountability and efficient resource management.

The most prominent of these delayed projects is the Tk 300 crore (approximately $28 million USD) renovation of the city’s main drainage system. Initiated in January 2022, the project was initially slated for completion by December 2023. However, contractors cite land acquisition issues, logistical challenges related to monsoon season flooding, and bureaucratic hurdles as reasons for the ongoing delays. Residents in low-lying areas of Khulna frequently experience severe waterlogging during the monsoon, causing disruptions to daily life and posing health risks. The incomplete drainage system exacerbates this problem.

“We were promised relief from the flooding by the end of last year,” said Abdul Karim, a shopkeeper in the Rupsa area, a particularly flood-prone neighborhood. “Every year, the rains bring chaos. We lose business, and our homes are damaged. The slow pace of work is incredibly frustrating.”

Another project under scrutiny is the construction of a new multi-story parking facility near the Khulna Railway Station. The project, intended to alleviate traffic congestion and provide much-needed parking space, is currently 40% complete, well behind schedule. Officials attribute the delays to funding constraints and revisions to the original design. The revised design, they claim, will result in a more sustainable and efficient parking solution.

However, critics argue that the frequent design changes indicate a lack of proper planning and coordination. City Councillor Shefali Rahman expressed her concerns during a recent KCC meeting. “The constant adjustments to the parking facility project suggest a fundamental lack of foresight. Taxpayers’ money is being wasted on revisions that could have been avoided with thorough pre-planning.”

The KCC Mayor, Talukder Abdul Khaleque, addressed the concerns during a press conference earlier this week. He acknowledged the delays and assured residents that the KCC is taking steps to expedite the projects. “We understand the inconvenience caused by these delays, and we are committed to ensuring the timely completion of all ongoing development projects,” he stated. “We are working closely with the contractors and relevant government agencies to resolve the issues and accelerate the pace of work.”

The Mayor also announced the formation of a special committee to investigate the causes of the delays and recommend corrective measures. The committee will be tasked with assessing the progress of each project, identifying bottlenecks, and proposing solutions to ensure projects are completed within a reasonable timeframe and budget.

Local economists suggest the delays are not only impacting the city’s infrastructure but also hindering economic growth. The construction sector is a significant contributor to Khulna’s economy, and prolonged delays in these projects are affecting employment and investment.

Residents and business owners are urging the KCC to prioritize transparency and accountability in project management. They are calling for regular updates on project progress, clear explanations for delays, and a commitment to upholding the highest standards of quality and efficiency. The coming months will be crucial in determining whether the KCC can regain public trust and deliver on its promises of a more developed and livable Khulna.
